Interim Chief Executive Officer

Mike Foley is the Chief Executive Officer of UMUC Ventures. Mr. Foley is an accomplished executive and consultant with more than 40 years of experience across the Information technology (IT), Pharmaceutical and Financial services industries. Broad areas of expertise include team building, coaching, operations, risk management, compliance, IT strategy, business process improvement, mergers and acquisitions, business transformation, and change management. Mr. Foley was a founding member of the Board of Directors of UMUC Ventures.

Throughout his executive career, Mr. Foley has held leadership positions at companies including E*TRADE, Barclays Bank, and Booz & Company. Serving as Chief Administrative Officer and later as Chief Technology & Operations Officer, he built a team to improve the company’s regulatory standing, enhanced the resilience and availability of systems while strengthening the cybersecurity infrastructure, and drove a seamless integration of technology and operations. As E*TRADE's CAO additional responsibilities included human resources, facilities and sourcing.  Previously, Mr. Foley served as the Interim Chief Information Officer (CIO) for Barclays Bank managing technology for all UK retail and business banking.  Then as CAO he managed an $8B budget for facilities and $6B for global sourcing and managed high-profile regulatory issues. Earlier in his career, Mr. Foley spent 15 years with Booz & Company, rising from Senior Associate in the Information Technology Group to Partner. Here he delivered more than $75M in new client billing, managed a $350M renewal and enhancement program for Saudi Telecom and led the post-merger integration team for the Caremark/PCS merger. Mr. Foley studied Computer Science at Hatfield Polytechnic in the UK.
